I am a retired Deputy Chief of Police and Chief of Detectives with the Metropolitan Police in Washington DC. Dr. Malloy and I were classmates at Howard University and members of the Track and Fields team together. My law enforcement experience and friendship leads me to believe that Dr. Malloy would not be a flight risk if granted bond pending the outcome of his appeal. He has strong community ties and a long established family unit. I will opine these facts are a sufficient deterrent in weighing any potential flight risk. Therefore, I recommended most highly that favorable considered be given to granted Dr. Malloy an appellate bond.

Dr. Malloy is a stellar physician, teacher and mentor. I am also one of the countless women who has received exceptional gynecological care from Dr. Malloy throughout the years. He is needed in the healthcare community and I ask that Dr. Malloy is granted an appellate bond.
